How to obtain it
PC Gamer reports that the weapon comes from the early boss also named Jagged Steel. Continue along the opening route, defeat him and check the weapon inventory. We have not verified a more precise map location or prerequisite.

When to use it
This one-handed weapon builds bleed. The report describes Blood Blade as a stacking effect that improves bleed buildup and damage; level 5 adds an action against guard-broken enemies. It suits players who can keep up pressure and exploit bleed.
Puppets, Golden Bodies and Phantom Bodies are reportedly immune to bleed by default, though a particular accessory changes that limitation. Do not assume every boss can bleed; check upgrade effects in game.
